Addressing Challenges in Existing Research and Regulatory Understanding

Summary
In my project, we are investigating how private equity (PE) influences the rising costs of healthcare services and examining whether state-level policies are effectively mitigating this impact. I will introduce how our team approached this investigation and the challenges we faced up until the interim report.
In terms of methodology, we primarily progressed with literature searches, data collection, and data analysis based on the information we gathered. Additionally, we used interviews as a method for gathering further information. During this process, we encountered challenges such as the difficulty of narrowing down our research question due to the many areas of focus and how to integrate the diverse perspectives of various experts into our team's research plan.
Research Plan
We initially began by conducting a literature search on our own. We found that many studies had already been done regarding the impact of private equity (PE) on price increases in the healthcare sector, which confirmed that our team was not in the phase of identifying new trends. However, through communication with our client, we learned that they were specifically interested in certain states, so we decided to conduct case studies in those states. This approach would allow us to check for consistency with previous research findings.
On the other hand, we lacked clear guidance on how to implement the case study method, so we conducted interviews with experts who had experience in similar research and were able to collaborate with teams conducting similar studies. Additionally, our client emphasized the importance of examining the effectiveness of policies in our research, so we adjusted our original plan to allocate more effort toward investigating the policy aspect.
During this process, we are still deliberating on the best approach to evaluate the effectiveness of policies—whether we should compare states with similar regulations, compare states with different regulations, or compare states with and without regulations, or if we should dive deeper into specific cases. We are continuing to explore this by interviewing experts and mapping the regulatory landscape of key states, hoping to find the most effective approach through these methods.
Challenges
At the outset, we perceived our project’s theme to be relatively straightforward. However, as we delved deeper, we realized the complexity of the healthcare sector, which encompasses a vast range of industries and diverse medical services. Furthermore, given the extensive research that has already been conducted in this area, we found it particularly challenging to formulate a research question that aligned with the client’s expectations.
To refine our approach, we conducted interviews with experts, aiming to deepen our understanding and explore more effective strategies. While these interviews were undoubtedly valuable, we noticed that experts primarily provided insights based on their past research, which led to inconsistencies in focus. As a result, we recognized that posing open-ended questions in search of our research direction was not an effective approach. Instead, we determined that a more structured method—formulating preliminary hypotheses regarding our research theme and methodology, and then seeking expert feedback and advice—yielded more productive discussions.
In addition, evaluating the effectiveness of policies presented another challenge: the difficulty of comparing state laws. Each state enacts its regulations on private equity (PE) in healthcare within the broader context of its legal framework, making direct comparisons problematic. Moreover, understanding the nuances of legal terminology posed an additional hurdle. While expert interviews remain a useful approach to overcoming these challenges, our team faces constraints in both personnel resources and time, necessitating a prioritization of tasks.
To address these challenges, we established four key criteria for comparison and attempted to map state regulations accordingly. We are now considering conducting expert interviews to address the issues that arose during this mapping process. We plan to provide updates on the effectiveness of this method in our future blog posts.
What we learned
In the course of this research plan and the challenges faced, I have learned the following:
- As the investigation deepens, I realize the expansion of the theme, so it is important to anticipate that narrowing down the research question may take time.
- When conducting interviews, preparing a set of questions in advance helps to obtain the necessary answers.
- It is crucial to assess the resources within the team and plan a work plan within feasible limits, otherwise, effective research cannot be carried out.
Next Steps
Over the next few weeks, I will narrow down the research question through the insights and networks gained from the interviews, while progressing with the case study. I will make an effort to narrow down the research question as quickly as possible and ensure that data collection and analysis are focused strictly on this question. I believe that through this process, the challenge of not being able to narrow down the research question in a timely manner will become apparent, and I would like to share this in future blog posts. Additionally, regarding the policy-related research, since the research methodology has not yet been decided, I plan to report in the next blog how the final decision was made and how it contributed to the outcomes. Finally, with regard to team management, our team is very proactive and cooperative, so there have been no fundamental issues regarding the direction of the research. However, I anticipate that challenges related to time constraints may arise due to the broad scope of the investigation. I hope to introduce solutions to these challenges in future updates.
